Department of Post released Revised GDS to PA Exam Notification on 31st May 2019 with Revised pattered and Syllabus w.e.f 10.05.2019.

Department notified that the exam will conduct on the vacancy of 2015 to 2018. It’s was a good pleaser for those Gramin Dak Sevak (GDS) who waiting for this exam.

There was no problem when notification out, the problems started after starting the application process. Many Sub-Divisional Inspectors ignores to received the applications from GDS and many of them forwarded to Divisional Staff Branch for further process.

Eligibility Criteria:

Maximum Number of Gramin Dak Sevak(GDS) were not aware that they are not eligible for this exam because eligibility criteria was cleared that;

  1. GDS should complete their 5 years service as on 1st April of vacancy year.
  2. Their age should be between 18 to 30 Years as on 1st April of vacancy year. Relaxation should be given as per government relaxation rule.

But Why GDS are not getting Admit Card for PA/SA Exam?

Because the Department refers to this exam notification to Postal/Sorting Assistant Recruitment Rule 2015.

“There is no objection in conducting examination where there is no vacancy and the qualified candidates will be sent out to other division where announced vacancies remain unfilled as per a combined merit list all such surplus qualified candidates drawn up at Circle level”

References are being received from circle seeking Clarification of following issue:-

(i) Whether circle may declared surplus result amongst the qualified GDS for Postal Assistant/Sorting Assistant if the vacancy remain unfilled in a division; and

(ii) Whether application form may be accepted from those candidates who belong to any of the categories for which there is no vacancy in recruiting division?

As per the above clarification, Department of Post Clarified that if there is no vacancy of any recruiting division then GDS are not eligible for this exam. Because of no vacancy no exam. For this reason, GDS are not getting Admit Card for PA/SA Exam.

Why the Vacancy is ZERO from 2016 to 2018?

As per Postal Assistant(PA) and Sorting Assistant(SA) Recruitment Rule 2015, the reservation is as follow:-

  1. From Open Market: 50%(Direct Recruitment)
  2. From the LGOs Exam: 50% (LDCE Exams)

Clarification for Reservation:

Open market means recruitment through Staff Selection Board i.e; SSC: 50% and LGOs means (MTS & Postman/Mail Guard ) recruitment through LDCE: 50% but where is the specified quota for GDS?

Gramin Dak Sevaks are the holder of Civil posts but they are outside the regular Civil Service due to which their appointment will be by direct recruitment.

As there is no separate quota for GDS and as GDS are outside the regular Civil Service so, there is no vacancy from 2016 to 2018. No vacancy will be created in future for this reason, Admit Card is so far.
